Претходно со иста цел и сличен обем беше потпишан таков договор во Кјото. Американците на qr не го ставија иако во времот на негово донесувње во Обединетите Нации било утврдено дека САД учествува со 1/4 од генерирањето на гасови кој предизвикуваат ефект на стаклена бавча. Договорот се потпишува 1997 а САД се откажуваат 2001 година. Со Парискиов договор работите не напредуваат многу подобро, со оглед дека САД имат намера да се повлечат од негово спроведување до 2020.
