1. Ordinary counter services and services in institutions where citizens obtain documents (passports, driver's licenses, social assistance), shorts are completely allowed. The Western system is guided by the principle that state services are paid for by taxpayers and access to them must not be limited due to the style of clothing, as long as it is not offensive or extremely inappropriate (for example, in a swimsuit).
2. Courts and legal institutions (Exception) Strict dress codes apply in courts throughout the US and Europe. If you appear as a witness, defendant, jury or even just as a member of the public in a courtroom, entry in shorts, shorts, flip-flops or tank tops is usually prohibited. This is considered disrespectful to the court.
3. Parliaments and tall government buildings If citizens visit parliaments or ministries (as tourists or for public debates), there are often "recommendations" for clothing. For example, in the UK Parliament, visitors are officially encouraged to avoid shorts and tracksuits.
4. Employees versus citizensIt is important to make a distinction: while shorts are permitted for citizens seeking services, employees (civil servants) in the same institutions are subject to strict employment contracts that require a business or "smart-casual" look, where shorts are almost always prohibited.
